Deputy State Director, California
Donna Hoffman Cullinan is the California Deputy Director for Council for a Strong America, where she brings years of experience as an Early Care & Education advocate to the table. Prior to joining CSA, Donna worked to strengthen California’s child care and early education system, most recently as the Director of Government Affairs for the California Alternative Payment Program Association (CAPPA), and previously as the California State Campaign Director for MomsRising where she organized inclusive, effective statewide grassroots campaigns ensuring that all of California’s kids have access to high-quality, affordable ECE.
Donna has worked for over a decade in nonprofit advocacy, including with the California WIC Association where she served as Policy and Program Coordinator focusing on child nutrition and breastfeeding advocacy. Donna is committed to increasing equity and justice for all, and building a nation that supports all families, especially those furthest from opportunity. Donna has a Bachelor’s Degree in International Relations from the University of California, Davis and was a 2018-2019 Economic Justice Policy Fellow with the Women’s Foundation of California’s Women’s Policy Institute. A Northern California native, Donna lives in Sacramento, CA with her husband and two young boys, and enjoys being an active and engaged member of her beautiful city.
