Pay for Success

Pay for Success (PFS) is an investment model that enables local, state, and federal governments to partner with private investors to fund programs that have a record of achieving outcomes and reducing public costs. If programs achieve the desired outcomes, private investors are reimbursed. Although PFS is a relatively new model, there are already more than 50 PFS projects in the U.S. Council for a Strong America is working to scale-up early childhood Pay for Success programs, and leads a national coalition of organizations around this cause.
